Functionality of bureaucrats fixed. Some help messages are added.

Thanks for the submission! We're almost there!

Don't use NOID it is not a stable value and would not work in other deployments. You'll need to update the region to either set gr_state for the correct result, or even better, instead key on the Name of the object and have each type of 'crat use a unique description/keyword.
