PSM Game not running properly on new Vita #12

I Purchased a 3G Vita, and I have taken everything from my old Vita. But I made a Backup using QCMA of a PSM Game I Purchased. Game in Question: Everybody's Arcade (NPPA00010) If a Item is Unlocked (Paid for) in a PSM App, where would that License be? Unlocked Item is the Klondike Solitaire.

I try to run the App on my new Vita, but then it tries to connect to PSN in order to try to DL the App again, but cant due to the DNS being set to block Updates for Enso. I cant even Activate PSM on it either. So far, everything on both Vitas are the same. Same DNS, same 3.65 Enso, same NoNpDRM/NoPSMDRM/rePatch Plugins, everything.

However, I can take a NPS Copy of the Game, and it runs perfectly.......except where the Item I paid for is not Unlocked. I tried to Pay for it again, but got the same DNS Error.

I did look on PSN for the PSM Game, but it would seem ALL PSM Games are not Listed anymore. Even on the PSDLE. There was a way to see ALL License or Item History, and it does list the App AND the Item in the App that I Unlocked.

Any ideas????

There is no license for tickets it's connect to PSN every time to verify ownership and maybe save that in savedata. Also is NPPA00010 Available on NPS?

UPDATE: use FreePSM plugin: https://bitbucket.org/SilicaAndPina/freepsm/ can get all DLC's for free.
