Add blacklist/whitelist #11

Add an option to have a list of applications that we either blacklist or whitelist:

Blacklist: don't remove the title of these apps
Whitelist: remove the title only for these apps

To do: Currently we can't add to the list applications that are not installed system-wide.

@woohooatb Ah, I see! hmm, I will look into it. I actually didn't apply the black/whitelist to the buttons module (silly me). I will spin this problem into a new issue!

Thanks a lot for the report! This is why I need more testers and feedback!

Is this still being worked on?

The Whitelist functionality is not working here. It applied the No Title functionality to all applications.

GNOME: 3.28 Windowing: Wayland Distro: Debian Sid No Title Bar: extensions site. I guess 3.26

On that note, the extension window has no way of telling what version it is.
