Failed to init message pipe in cgi.

When I access the app frontend, I get this message :
Failed to init message pipe in cgi.
and I can't go further
It seems it has been not working for a week now (it's the creation date of
the lasts sitemaps).

I apparently use the version 1.0.0 (this number appears in the generated
sitempas)

I found this in the /log/google-sitemap-generator.log

What I've done wrong ?
How can I fix this ?

What I did to fix this issue was restart the Google SiteMap Generator Service 
(if you
are running IIS).

there is the same problem with my site
www.flatws.cn
bbs.flatworldsoft.cn

I restart my server but it still exist.
Please help.

Same problem (
Failed to init message pipe in cgi), restarting the server or service does not 
help. Windows Server 2008 x64
