Add localization and boot setup #3

Add extra task file for derived variables and checks
Add localization tasks (locales, timezone, ...)
Add networking tasks (hostname, /etc/hosts, NetworkManager)
Add boot setup tasks
- Edit mkinitcpio hooks
- Add systemd-boot as an (the only) options as a bootloader
