Global constant for server URL #23

The URL is currently being redefined in every MXML file.  It will save us
the trouble if we make it global or a static variable in some file.

I created an ActionScript class Constants and defined a static constant 
SERVER_URL.
I'm not sure this if this is the convention in AS but it works.
