Upgrade to Spring 6, remove CXF and use WebMVC, implement Frank!Bus #1326

Waiting for https://github.com/frankframework/frankframework/pull/6974 to be merged, once that's been done the release FF! version should be used for the flow.

Looks good, the ApiExceptionHandler will be updated in the console soon™️ so it should probably be updated here as well when its updated there
