there's no need if you aren't (i) upgrading or (ii) waiting for a new feature
if upgrading R, there's "What's New" > "NEWS" from the front page of CRAN
if upgrading a package, there should be a "NEWS" link on its CRAN page, e.g., https://cran.r-project.org/package=data.table (it looks like magrittr doesn't have NEWS because they have only posted a single new version to CRAN, visible under the "magrittr archive" link https://cran.r-project.org/package=magrittr )
