Initiate Game - Githubissues

Add an initiate_game() function on the server side to set up player order and initial settlements. Sequence:

[x] Players join server.
[x] One player clicks start game and server closes to all new players.
[x] Players all roll once and are sorted into order based on their rolls (could do auto-roll to save time).
[x] First player plays settlement at no cost and road at no cost
[x] Second player plays one settlement, etc
[x] Last player plays two settlements/ roads and then goes in reverse order until all players have two.
[x] Gain resources adjacent to 2nd settlement.
[x] First player rolls to start the game.
