Ensure that labels' colours match those of the master repository #7

At the moment we just add labels with the colour of NEUTRAL_TONE.

Just got set up with Huboard and Octoherder and was about to log this request but looks like you are all over it :-)

Thanks for making Octoherder - it should make our life a lot easier.

Just as an update, I am still hacking on it. It's just that real life has intervened, and it's causing a bit of rework in test states. (Briefly, I need to move from 'expect this many create labels and that many update labels' to 'expect labels to be in this state' through a fake service because I'm going crazy trying to calculate which labels should be updated or created.)

So: it'll happen, and I'm not sure quite when.
