UserPref Required=true default_value="" is not prompting the first time user to set preferences #668

We, Outlook Amusements Inc., have a gadget for daily horoscope ( 
http://www.californiapsychic.com/p_admin_xml/google/googleModule.xml ) which 
had been working flawlessly for the past few years. Now, for the past few weeks 
people have started complaining about this being defaulting to a sign (virgo) 
when they first add the gadget to their igoogle page. If you take a look at the 
XML, the UserPref element with attributes required=true and default_value="" is 
there, yet when you add the gadget to your igoogle page, it doesn't ask for the 
users to set their preferences as they are not already set. I used to work 
correctly before so I am wondering as to what might have changed?

What steps will reproduce the problem?
======================================
1.On your igoogle page, click on "add stuff >>", for the search gadget, type 
horoscope.
2. On the search results, select "Your daily Horoscope" from 
www.californiapsychic.com and hit "Add it now", once done, click on "back to 
igoogle home"
3.The gadget should prompt you to select your horo sign, but it doesn't.

What is the expected output?

The gadget should prompt user to set user preference when they are not set.

What is the actual output?
==========================
The gadget is not prompting the user to select preference when none is set.

Which browsers have you experienced this on?
============================================
IE7, IE8, Chrome, FireFox 

Which operating systems have you experienced this on?
