this image should be used if one isn't provided and should try to mimic a GitHub Actions runner as closely as possible

pretty sure I don't want to maintain this; opted to let users select a "fallback" image that defaults to "node:12" so one could pick as lightweight an image as possible, only having exactly the tools they require
