Remove with TYPO3 v11 obsolete 'class.ext_update.php' file #29

As per TYPO3 CHANGELOG the handling of the given file has been removed: https://docs.typo3.org/c/typo3/cms-core/main/en-us/Changelog/11.0/Breaking-93083-Classext_updatephpHandlingRemoved.html

I also saw that https://codeberg.org/sjbr/static-info-tables/ removed the file from its repository. => v11 Tag: https://codeberg.org/sjbr/static-info-tables/src/tag/v11.5.0 => v6 Tag: https://codeberg.org/sjbr/static-info-tables/src/tag/v6.9.5

Therefore I have the impression that it can be removed from this repository as well.

This has been replaced by the static-info-tables/Classes/EventListener/Package/AfterExtensionStaticDatabaseContentHasBeenImportedEventListener.php where this event listener of static_info_tables seems to deal with all languages extensions as well.
