Improvements to RFQ and Supplier Quotations #8599

In webform of Supplier Quotation that the supplier can fill out in response to Request for Quotation. A few things are missing.

For the whole quotation:

[ ] Allow the supplier to select the currency. Currently it only allows the supplier's default currency but this is impractical. A supplier should be able to quote in whatever currency they want.
[ ] Allow the supplier to add their quotation number
[ ] Allow the supplier to upload (PDF of supplier quote from their ERP system)
[ ] Allow addition of shipping cost and NRE cost (non-recurring engineering and tooling)

For the individual quotation line:

[ ] Allow supplier to comment on each quotation line.
[ ] Allow supplier to define leadtime in weeks

I believe the currency of the quotation is in the Supplier's default currency, not the currency of the company.
