Add setup.py file in the apps folder #248

Hi @Ushan1281 Can you explain the details of the PR in the description? Looks like you have moved setup.py file. What is the reason?

When we try to install Insights with Frappe version 14, it shows that the latest version of Frappe Insights does not have a setup.py file. That's why I have added this file to the folder structure.
