Can not manually select first controller #1131

Steps will reproduce the problem?
1. Having the nostromo connected at all

What is the expected output? What do you see instead?
Ability to select 360 controller as first controller after manually setting in 
.ini
Instead see Razer Nostromo still being detected as first.

What versions of x360ce and Windows are you using?
2.1.2.191/R848

What gamepad do you use? On what drivers version?
Razer Nostromo - Razer Synapse 1.18
360 wireless receiver - Xbox 360 wireless receiver for windows version 
6.3.9600.16384 [8/21/2013]

In a nutshell, I'm trying to use a 360 wireless controller with an official 360 
wireless receiver with FF13/13-2.  With the Razer nostromo disconnected, this 
works flawlessly.  However, with it connected, even after setting the 
controller as first, it doesn't work at all.  I have tried setting one/the 
other/both/neither as the passthough.  Setting the hook mode to normal/all

Keyboards does not use Xinput so x360ce will not help you with it.
Also Final Fantasy XIII and XIII-2 does not use XInput at all, it only displays 
XBOX 360 buttons.
