Splits out general PyRanges utility functions (get_regions*, add_region_number etc.) to papa_utilities.py so they can be used in the other scripts
Add a minimum length filter for extension events. Extension events that miss the cut-off are labelled as invalid with a specific key noting that they failed the min cut-off.
