Build new chassis for competition robot #29

We decided to use the 28"x28" design, so modify the various AndyMark chassis parts per the online drawings (from other teams), and assemble the chassis.

Jim, Julian, @Polluxium, @PradeepKandula, @ljmotley, and several others worked to do this. We need smaller belts, and cannot complete final assembly until they are on-hand. The chassis is structurally complete enough to figure out how the electronics will be mounted.

We'll leave this issue open until final assembly of the chassis has been completed.
