Analyze rules, pick rules expert

Review the game rules and pick a rules expert.

If we have questions, ask them on the official Q&A site (login info for the team is in TIMS). One individual from each team should be assigned as the team's rules expert, and this person should submit all questions.

Anyone interested in becoming the rules expert? I'd suggest someone from the electrical or admin team. Basic responsibilities will be a part-time job (you'll still do the other stuff, too), but will include things like:

• study the rules inside and out
• answer questions from our team
• if rules are not clear or are ambiguous, look on the official Q&A site and if there's not already an answer then post the question and watch for the response.
• periodically look at our design and work with a critical eye: how might this violate the rules?
