Develop Safety Plan #10

To start doing anything with the robot, we should have a basic safety plan in place. For example, when to wear safety glasses and how to handle the electronics.

We should create 3 basic parts to our safety plan. I was thinking a general, mechanical, and electrical safety parts. I am currently working on the mechanical and electrical aspects of the plan. if anyone finds any other things we can add, feel free to put it on this issue
