Apply the MIT License #32

(This change is based on conversation in frc-frecon/meta#1)

I'd like a thoroughness check from @Sammidysam if remotely possible, but this seems to be good for now. The only files without license notices are the frecon.gemspec, Gemfile, and Gemfile.lock files (also the README.md file).

I would agree with anyone who thinks that these copyright notices are a bit invasive in the codebase (They now account for a significant SLoC chunk), but I am unsure as to another way to put everything in plain terms.

What do you mean by "thoroughness check"?

Basically, just ensure that the licensing notices are consistently placed and present everywhere. I'm fairly certain they are, but another pair of eyes would be good.

I'm assuming that you're too busy to do this, and I don't think there are any problems, so I'll merge this tonight if I don't hear otherwise from anyone. At that point, the licensing stuff will've changed, and I'll release a new version of the project.
