Added winch toggle (read desc for more info) #125

SmartDashboard variable is boolean called /SmartDashboard/ladderUp, is already used in other parts of the code. Clicking on the robot will change the value. I can change how this is activated if you like, but I thought this would be the best option.

Thats a good point, that should do fine! The only other thing i can think of is maybe changing the robots color when the ladder is up to red?
