Log images when the target is present #52

Because there is still no code for autoaligning, this enables vision at the beginning of teleop. I'd rather it be only when trying to align to a gear, but...

The main reason I'm doing this is because I want sample images of the target while on a real field, with noise. The FRC sample images are too clean. If you enable this for one match, that'd be much appreciated.
