Shoulder bumps aren't working #8

The shoulder is supposed to be able to go up and down little bits at a time. This doesn't work and I don't know why. This requires implementing the dPad button switcher, which is why those comments have been left in.

This is fixed. Works exactly as designed, minus the issues we have with PID. I don't know how/if its worth fixing those.
