Shoulder onTarget isn't working #9

This method also doesn't work. Not sure why. It would be nice in auton to not rely on a simple timer for the arm getting to position.

lets make this and #8 our priorities on tuesday

The logic behind this works. Again, the PID on the unbalanced arm removes the utility of this. If we later decide to do some stupid complex control fix, it might gain utility again.
