Lay out Subsystem and Command requirements for Container system. #13

This requires mechanical to have a finalized concept for container manipulation.

Lay out a design for the required Subsystems and Commands needed to control all aspects of container manipulation. Think about what things we will need to do in both teleop and autonomous.

It might be nice to do this in some sort of text file and check it into the docs folder.
