Optimize high cone scoring positions and control #97

Based on recent video taken my feeling is that our arm heights are too high for efficient scoring.

I think we should consider tuning our encoder presets in our shop as well as consider some ideas on how to make scoring more accurate

One idea is to allow some small arm set point fine tuning so we can lower the cone onto or very near the post before dropping the cone. Something like the trigger could be use to lower our arm setpoint by a small amount when pressed.
