Beam break debounce #215

  1. Linting errors
  2. This looks good so far, just needs tested (To test we can set the debounce to something massive and make sure it's doing what it should)
  3. Would you be so kind as to do the same thing on the proximity sensor in the EndAffector subsystem?

The linting errors were from code that wasn't part of the commit, and I didn't want to add random fixes that may be changed later into this single-file commit.

I'll add this to the proximity sensor when I get back home Saturday evening.
