Put in full manual control for the arm motor and hook motor so we can move each independently.

Probably best to still use the PID for the arm motor so when we move it, the robot will hold the arm for you (should be able to just create a variable to keep track of current arm position and we increment/decrement that variable accordingly and pass it in to setArmPosition()).
