Create Command to Handle Stage 1

For now, let's plan to manually raise the arm and manually drive to the panel

• [x] Reset the number of colors seen
• [x] Spin the wheel until the correct number of colors pass
• [x] Stop spinning the wheel
• [x] Report the number of colors
• [x] Report the number of turns

We may also need a command to "bump" the wheel slightly left or slightly right.
