Add self-test for dustpan #139

  1. Run roller at intake speed. Verify amp draw.
  2. Run lifter at full "lower" speed until amp threshold is hit. If not hit in 500ms report failure (including max amps).
  3. Switch to "hold down" speed.
  4. Prompt user to insert gear, then press "start"
  5. If gear not detected when start pressed, report error.
  6. Run lifter at "lift" speed until amp threshold is hit. If not hit in 1000ms report failure (including max amps).
