Made the Turret Pitch and Turret Rotation separate toggles. #199

Justification

For San Antonio, we will likely have pitch control but not turret rotation control. Hence, we need to be able to enable one and not the other.

Implementaion

I made a separate toggle for Pitch control vs. Rotation.
