Converting this to a programming_project issue.

Assume this will be added to the sidewinder code base? We can move this issue there once that is confirmed.

CAD has created a design that mounts the limelight in the center, up above the robot.
We will need to either disable the arm, or add in soft limits when testing.

Manufacturing is working on creating the mounts

We are starting 2024 competition season. We will have a limelight on our alphabot, and need to get this working on our current year robot.
