release 0.2.1 does not contain latest setup.py #4

Following the current instructions rc.locale is not executable. https://github.com/freakent/dbus-mqtt-devices/archive/refs/tags/v0.2.1.zip doesn't contain the latest setup.py.

Fixed in v0.3.x
