9th player behaviour is not consistent

• [x] too many players message is not displayed during game
• [x] if the 9th message is displayed, and a pause is triggered, the player gets both messages
• [x] master 9th needs to make the 8th player wait
• [x] dont resume with too many players
• [x] quitting with a 9th causes overlapping messages on the 9th
• [x] disconnecting any other 9th player causes overlapping messages on all non-masters
• [x] if master 9th connects during game, dont display set for him
