Show a hint to enable animated emotes when prefering reduced motion #47

Some users seem unaware of their reduced motion preference (or forgot about it, and Twitch seems to ignore it for animated emotes in chat). To fix this awareness issue, the extension should show a hint that allows the user to chose to override their global preference and show animated emotes.
