CL doesn't capture programs that took fullscreen #13

What steps will reproduce the problem?
1. Run CL capture
2. Fullscreen a running program
3. Observe all white and scaled output

What is the expected output? What do you see instead?
- Want image of fullscreen game. Ideally the timelapse will view just like the 
monitor did -- beware starting with fullscreen apps then closing them.

Need to look more deeply into how wx handles the screenDC.

People have reported using chronolapse to capture guild wars 2. Maybe started 
after GW2 was?
