enforce a style

Pick a style and enforce it with a github workflow. Typically I go for:

• google style guide
• black linter
  • max line length somewhere between 80-120, no strong preference
• Type hint all methods and funcs. More type hinting the better if it's helpful somewhere else
• NumPy style doc strings

Any comments/changes are probably fine by me. Once settled can make a worflow to check all merges
