PR thus far adds Python 3 support and streamlines configuration management (which should fix some Heroku issues).

Some potential additions:

[ ] Refine Javascript error handling (making it easier for participants to report javascript errors).
[ ] Change data downloading script to directly connect to database, removing the data download endpoint.
[ ] Add display of debug experiment runs.
[ ] Add a "Deploy to Heroku" button and document a workflow that doesn't (or minimally) uses heroku?
[ ] Remove all unessential files in templates (and elsewhere?)
