Received a "Error processing purchase. [DF-BPA-13]" on and off

STEPS TO REPRODUCE:
1. Uploading my app and add items (not published)
2. Purchased my app's item (It's OK)
3. Trying to repeat purchasing for test.

EXPECTED OUTPUT:
No error from the Google Play Server.

ACTUAL OUTPUT:
1. When the Google Play Store app launched from my app for transaction, the 
Google Play Store app said "Error processing purchase. [DF-BPA-13]"
2. Retry it after a few hours later, my' apps item is enabled to purchase.

OS VERSION:
2.3.3

MARKET/MYAPPS VERSION:
3.8.17

DEVICE:
docomo SH-12C
docomo SO-01C (Xperia arc)
docomo SC-01B (Galaxy S)

NOTES:

Does Google Play restrict for "Unpublished App" which have In-App Billing 
function?
Does anybody know informations ?

Hey guys, how long has this been going on? I am new to this problem. Has it not 
been sorted out yet. I tried downloading a couple of free apps and had the same 
message Error processing etc..... Have deleted the google play app cache. I 
have the googleplay app on my tablet. open it up select an app and goes ok till 
after pressing download and then it comes.
Help please.

Yes, advice to recreate your google account on the device usually helps, but 
it's very annoying to do that several times per day.

Hey guys, My app is received this message even today and received a new message 
today.... "[RPC:S-5:AEC-0]".

Is it relevant to released the Android OS 4.2?
