Upgrade to alpha 13 of the Maven android plugin

Purpose of code changes on this branch:
Upgrade to alpha 13 of the Maven android plugin. It looks like the latest 
plugin helps when running with r14 of the Android SDK. This upgrade fixed the 
issue in http://stackoverflow.com/questions/7891845/maven-install-fail

LGTM. Perhaps we can factor the version out into the top-level pom as well as 
android.maven.version?
