Rename clap_timestamp_t to clap_timestamp and move to separate header

• I also added CLAP_CONSTEXPR to CLAP_TIMESTAMP_UNKNOWN

the alternative would be to leave it in the preset-discovery.h and rename it to clap_preset_discovery_timestamp
