PMS271 support #57

Having support for the PMS271 would be good:

Currently, no pdk16 devices have write-support. Having write support would be useful to go ahead with assembler and compiler support. The PMS2714 would be a good choice for first supported pdk16 device, since it already has read support, and it is the cheapest pdk16 device, thus likely to be popular.
