Add PLMNList in config #23

This PR makes the PLMNList in NF Profile configurable (and includes a little improvements in handling of NF Profile).

I'm not quite sure if we should use the pointer to the list (i.e. []models.PlmnId instead of []models.PlmnId) but this time I followed the way of current codes.
