chore: add Exercise Tracker project to frontend cert #563

The frontend cert will have a brief section to talk about and practice working with node and express.

Instead of a traditional lab here, we will use the existing Exercise Tracker.

issue: it is 376 in the order, but the placeholders reach only 300. Should I add some more placeholders or wait?

If you want to add more placeholders in a separate PR on main, that is fine. Otherwise, you can just add this lab at the end before the frontend cert
