Translate README.md to PT-PT #795

The issue: There's already is a README file for Brazilian speakers, I'd like to contribute with one for Portuguese native speakers too. Would like to ask for permission to submit a pull request.

If there's anyone available to review the translation I'd also appreciate it!

Hi. I can review it and this would be my first job and may need some assistance about how and when to start. I've already read the main instruction in GitHub. Please, let me know how to proceed.
