Adding the features that were missing in PR #269

Ability to assign the issue to the collaborator who made the /translation comment
Ability to validate where the card is moved from
- Not exactly checking the status of the card, but checking the current assignees.
Ability to notify the language lead who is in charge
- Switching the language based on the project name in [NEWS I18N] - Spanish format
