Followup to https://github.com/freeCodeCamp/publish/pull/343.

Adds an Administrator role so that registration and user invitation can happen.

I discussed this with @sidemt and she reminded me that we only want Editors and Contributors for the MVP. Editors will need to have permission to register and invite users and this PR is unnecessary.
