more aarch64 related: replace MACHINE_CPUARCH checks with KCONFIG ones where possible etc. #178

This is some extra patches I was trying after #177 to build DCN. It's pointless to build it right now because FPU won't work properly, but I think at least switching to these KCONFIG based checks is generally good, if I did it correctly.
