Expose setting /dev/map/art read-only/writability by sysctl

This is a feature request; currently to write new data to that EEPROM, I must build a new kernel. It'd be convenient to be able to set this by sysctl instead.

I wonder about having map expose a sysctl for each entry. Hm!
